Item Coversheet 5/3/2019 3:48:12 PM

Public Works
DATE: 4/25/2019
MEMO: 2019-30
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matt Newell,P.E.,Public Works Director
SUBJECT:
Resolution Authorizing an Intergovernmental Agreement for the Sharing of Certain Costs Related to the Pavement
Striping of Roadways in Macon County,IL,Between the City of Decatur and the County of Macon,Illinois,
City Project 2019-03
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution accepting the intergovernmental agreement for the sharing
of certain costs related to the pavement striping of roadways between the City of Decatur and Macon County.
BACKGROUND:
City staff has the capability to stripe City streets; but contractors are better equipped to stripe certain busy streets that need
frequent refreshing. Starting in 2018,the City has partnered with the County to stripe various City streets under a joint City/County
project. Typically, the County hires a contractor to stripe many of their streets. The City's quantities are relatively low, so by
partnering with the County, prices for striping would be much lower than if the City hired a contractor by itself.
The following are the City maintained streets which will be striped as part ofthe joint project. (See attached maps):
• Brush College Road from the Brush College Underpass to Faries Parkway.
• Faries Parkway from 27th Street to the railroad crossing east of Brush College Road.
• Ash Avenue from Water Street to Martin Luther King Jr. Drive.
• Prospect Avenue from Ash Avenue to Shutter Drive.
• Intersection of Lost Bridge Road and Country Club Road.
• Boyd Road from IL Route 48 to east of the Pilot Station.
LEGAL REVIEW: The proposed agreement was reviewed by the Legal Department on Apri125,2019. The agreement was
approved by the Macon County Board on April 11,2019.
SCHEDULE: Macon County Highway Department is handling the letting of the joint project. Striping will take place at some
time between now and November.
PRIOR COUNCIL ACTION:
March 18,2019—Council approved Resolution R2019-36 appropriating$15,000 in State Motor Fuel Tax funds for pavement
striping on various streets in cooperation with the Macon County Highway Department.
POTENTIAL OBJECTIONS: There are no known objections to this resolution.
