PUBLIC WORKS MEMORANDUM
NO. 2019-26
DATE: April 16,2019
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Scot Wrighton, City Manager
Matt Newell, P.E., Public Works Direct
SUBJECT: Ordinance Annexing Territory—2383 West Ash Avenue
SUMMARY RECOMMENDATION: Staff recommends that the Ordinance annexing territory
at 2383 West Ash Avenue be approved.
BACKGROUND: The subject property adjoins Decatur City limits on the west. The east,
north and south property is in the County. The lot contains approximately 1.45 acres. The lot is
improved with a residence. The following information is relevant to the areas in question:
1. City water is currently available and connected to the subject property. This property is
being annexed due to a water service agreement.
2. No additional public infrastructure or municipal services are needed or contemplated.
3. Decatur Fire response distance and time averages 4.9 miles and 5.0 minutes, respectively.
The City recently sent out thirty(30) letters advising current water service agreement holders,
who are adjacent to City limits,to submit petitions to annex. There are currently 527 properties
outside City limits with water service agreements. Annexing the properties will be an iterative
process, in that as one property annexes, additional properties become contiguous to City limits.
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES: The plat and annexation request have been reviewed by
Engineering, Finance, Fire, Legal, Macon County Health Department, Municipal Services
Division, Planning& Building Services,Neighborhood Services, and Water Services. All the
reviewers recommend the annexation be approved.
STAFF REFERENCE: Matt Newell, Public Works Director and Paul Caswell, City Engineer.
Matt Newell will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
