4/18/2019 Item Coversheet

Public Works
;
DATE: 4/18/2019
MEMO: 2019-25
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matt Newell,P.E.,Public Works Director
SUBJECT: Ordinance Annexing Territory-2229 Captain Lane
SUMMARY RECOMMENDATION: Staff recommends that the Ordinance annexing territory at 2229 Captain Lane be
approved.
BACKGROUND:
The subject property adjoins Decatur City limits on the east. The west, north and south property is in the County. The lot contains
approximately 0.658 acres. The lot is improved with a residence. The following information is relevant to the areas in question:
1. City water is currently available and connected to the subject property. This property is being annexed due to a water service
agreement.
2.No additional public infrastructure or municipal services are needed or contemplated.
3.Decatur Fire response distance and time averages 3.9 miles and 8.5 minutes, respectively.
The City recently sent out thiriy(30)letters advising current water service agreement holders, who are adjacent to City limits,to
submit petitions to annex. There are currently 527 properties outside the City limits with water service agreements. Annexing the
properties will be an iterative process,in that as one property annexes, additional properties become contiguous to City limits.
PRIOR COUNCIL ACTION: None
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES: The plat and annexation request have been reviewed by Engineering,Finance,Fire,Legal,
Macon County Health Department,Municipal Services Division,Planning&Building Services,Neighborhood Services,and
Water Services. All the reviewers recommend the annexation be approved.
STAFF REFERENCE: Matt Newell,Public Warks Director and Paul Caswell,City Engineer. Matt Newell will be in attendance
at the City Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS: Based on current assessed value, from the Finance Deparhnent,approximately$307 in real
estate,$67 in motor fuel and$206 in state income taxes may be realized annually by annexing the property.
I
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1967 1/1
