AGREEMENT <br /> This Agreement is made between the City of Decatur, Illinois ("City"), a <br /> municipal corporation, Macon County, Illinois, ("County"), and the �Ilage of Mt. <br /> Zion, Illinois, {"Village"), a municipal corporation, body politics and units of local <br /> government. <br /> WHEREAS, the City, County and the �Ilage are units of local government, <br /> as defined by Article VII, Section 1 of the Constitution of the State of Illinois <br /> ("Constitution"); and, <br /> WHEREAS, the City, the County and the Village are authorized and <br /> empowered by Article VII, Section 14 af the Constitution and the <br /> Intergovernmental Cooperation Act, 5 ILCS 220/1 et. seq., to enter into <br /> intergovernmental agreements; and, <br /> WHEREAS, the City, the County and the Village utilize a common <br /> Communicatian Dispatch Center ("Center") which is the emergency dispatch <br /> center for the emergency services of the parties; and, <br /> WHEREAS, the City, the County and the ViUage are parties to an <br /> Agreement previously entered into in which the City is responsible for the <br /> operation of the Center, owns the equiprnent used in the operation of the Center <br /> and employs the employees of the Center; and, <br /> WHEREAS, the County is responsible under an Agreement with the City <br /> for the presenration and retention of police records and reports; and, <br /> WHEREAS, the City, the County and the Village recognize and agree that <br /> the software currently utilitzed by the Center requires updating and replacing in <br /> order to provide an efficent and reliable system for dispatching emergency <br /> services and report writing; and, <br /> WHEREAS, the City, the County and the �Ilage agree that they will each <br /> benefit by a software upgrade to the dispatch and report writing system currently <br /> utilized. <br /> NOW THEREFORE, for and in consideration of the promises and <br /> covenants made herein and for their mutual benefit and the benefit of the public, <br /> industry and business, the City, the County and the Village agree as follows: <br /> Page i of 5 <br />
