INFORMATION FOR BIDDERS � 4. Eligible bids received by the Purchasing Division will be delivered to the office of � the �ity Engineer, lacated on the third flaor af the Civic Center, and wi11 be publicly opened and read. Any envelopes bearing a date and time stamp later � than the deadline will be retumed unopened. All hids received fram bidders not on the pre-bid attendance list will be returned unapened. 5. All bidders who desire ta be present at the bid apening may wait in the City � Public Warks (Engineering} affice. At the time af the opening of bids, each Bidder wi11 have campleted a thoraugh site � inspection and will have read and be thoroughly familiar with the plans and Contract Dacuments (including ali addenda). The failure ar omissian of any Bidder to examine any farrn, instrument � ar document shall in no way relieve any Bidder from any abligation in respect to their hid. The Bidder is to confirm the campleteness of the Bid Documents. If the Bidder determines their Bid Documents are incomplete ar irregular it is the Bidders respansibility to bring this fact ta the � attention of the City Engineer. The submitted bid must be signed in the name of the Bidder and must bear the signature � in lang hand of the person ar persons duly authorized to sign the bid. Changes in or additions to the bid fortns, recapitulations of the work bid upon, alternative proposals or any other modi�cations af the bid which are not specifically called for in the Contract Dacuments may be � subject to Uwner's rejectian af the bid as not being responsive to the advertisement. No oral telephane madification af any bid submitted will be considered and a telegraphic modificatian may be cansidered only if the post mark evidences that a copy of the modification by telegram, � sigr�ed by the Bidder, was placed in the mail prior ta the opening of the bid. The submitted bid must not contain erasures, carrections or changes from the printed � forms as campleted in typewriter or ink, uniess such erasures, correctians ar changes are authenticated by affixmg m the margm xmmediately apposite the erasure, correction or change, the initials of the person who signed the bid ar the initials of such other person as may be � authorized by the Bidder to make erasures, correctians or changes in the bid, and said authorization must be evidenced by written confirmations, executed by the persan authanzed to sign the initial bid, attached to the bid at the time of submittal. � Each bid must be submitted on the Bid Propasal provided and must be signed by the Bidder or their duly authorized agent. All blank spaces far bid prices must be filled in, in ink or typewritten, IN BOTH WQRDS AND NUMBERS where called for in the Bid Proposal. If there � is a discrepancy between the price in words and the price in numbers, the price in words will govern. If there is a discrepancy between the extended bid prices, the unit cast shall be the gt�verning number and the tatal price or prices will be adjusted as necessary. � The Owner reserves the right to pre-qualify a11 bids, past-qualify all bids, to reject all bids, not to make an award andlar aecept the Proposal deemed mast advantageous and to the best � interest af the Owner. The Bidder must cornply with all information and instructions for Bidders. The award of the Contract, if made by the Owner, will be made ta the qualified Bidder submitting the lowest and best bid,but the Qwner shall determine at their awn discretian whether ,� a Bidder is qualified ta perfarm the Contract, whether by pre-qualifications, post-qualification ar other methads, and what bid is the lowest and whether it is to the interest of the Owner to accept � the bid.
