CITY COUNCIL MEMORANDUM <br /> NO. 2019-OS <br /> August 14,2019 <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> SUBJECT: Amendment to Chapter 62—RAFFLES <br /> RECOMMENDATION: The State of Illinois recently amended the State statute regarding Raffles. <br /> This amendment aligns the Code with the new State law. Raffle chances can now be sold statewide <br /> when previously they were to be restricted to the area where licensed. In addition, bona-fide not for <br /> profits and law enfarcement agencies statewide associations may be licensed to conduct raffles. Third <br /> parties may also be contracted to provide assistance with running the raffle. The ordinance also now <br /> has included the actual language of the statute that was previously only referenced. <br /> This item is included on the consent agenda because the City has limited discretion in this <br /> update; i.e., it is not optional. <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Wendy Morthland, Corporation Counsel, at 424-2807. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
