(d) Raffle chances may be sold throughout the State of Illinois, however, winning <br /> chances may be determined only at those locations specified on the license for a <br /> raffle. <br /> (e) A person under the age of eighteen (18) years of age may participate in the <br /> conducting of raffles or chances only with the permission of a parent or legal <br /> guardian and may be within the area where winning chances in a raffle are being <br /> determined only when accompanied by his parent or legal guardian. <br /> (fl All management,operation,and conduct of raffles shall be under the supervision <br /> of a single manager designated by the organization. <br /> 8. RECORDS. Each licensee shall keep the following records and preserve such for three <br /> (3) years and shall make such records available for public irispection at reasonable times and <br /> places: <br /> (a) Records of its gross receipts, expenses and net proceeds for each single <br /> gathering or occasion at which winning chances in a raffle are determined. All <br /> deductions from gross receipts for such shall be documented with receipts or other <br /> records indicating the amount, a description of the purchased items or seruice or <br /> other reason for the deduction, and the recipient. The distribution of net proceeds <br /> shall be itemized as to payee,purpose, amount and date of payment. <br /> (b) Gross receipts shall be segregated from other revenues of the organization, <br /> including bingo gross receipts, if bingo games are also conducted by the same <br /> organization and placed in a separate account. Each organization shall have <br /> separate records of its raffles. The person who accounts for gross receipts,expenses <br /> and net proceeds from the operation of raffles shall not be the same person who <br /> accounts for other revenues of the organization. <br /> (c) Each licensee shall report promptly after the conclusion of each raffle to its <br /> membership or, if the organization does not have members, to its governing board <br /> and to the City Finance Department its gross receipts, expenses and net proceeds <br /> from the raffle, and the distribution of net proceeds from the raffle, and the <br /> distribution of net proceeds itemized as required in this Section. <br /> 9. PRIZES. The maximum cash prize awarded in any raffle shall be $100,000; the <br /> maximum retail value of a non-cash prize awarded in any raffle..shall be$200,000. The aggregate <br /> value of all prizes awarded in any raffle shall not exceed $300,000. The maximum fee for any <br /> chance shall be $1,000.00; all such fees shall be paid in currency or by check. <br /> 10. RULES AND REGULATIONS. The City Manager is authorized and directed to <br /> cause to be promulgated rules and regulations not inconsistent with this Chapter or the Act <br /> governing the conduct of raffles hereunder. <br /> 11.. BOND. The amount of the surety bond in favor of the organization required by the <br /> Act shall be an amount equal to double the total value of the prize or prizes to be awarded. The <br /> bond shall provide that notice shall be given in writing to the City not less than thirty (30) days <br /> prior to its cancellation. <br /> (AMENDED, Ordinance No. 2009-39, May 18, 2009) <br />
