INFORMATION FOR BIDDERS <br /> MINORITY PARTICIPATION GOALS <br /> FOR PUBLIC WORKS CONTRACTS <br /> INFORMATION FOR BIDDERS <br /> Each Bidder must inform himself fully of the conditions and specifications relating to the <br /> construction of the project and the employment of labor thereon. Failure to do so will not relieve <br /> a successful Bidder of their obligation to furnish all material and labor necessary to carry out the <br /> provisions of the Contract. Insofar as possible, the Contractor, in carrying out their work, must <br /> employ such methods or means as will not cause any interruption of or interference with the <br /> work of any other Contractor. <br /> The quantities appearing in the bid proposal are approximate and are prepared for the <br /> comparison of bids. Payment to the Contractor will be made only for the actual quantities of <br /> work performed and accepted or materials furnished according to the contract. The proposed <br /> quantities of work to be done and materials to be furnished may each be increased, decreased, or <br /> omitted as hereinafter provided. <br /> The Bidder's attention is directed to the fact that all applicable state laws, municipal <br /> ordinances, and the rules and regulations of all authorities having jurisdiction over construction <br /> for the project shall apply to the Contract throughout, and they will be deemed to be included in <br /> the Contract the same as though herein written out in full. <br /> No interpretation of the meaning of the plans, specifications or other pre-bid documents <br /> will be made to any Bidder orally. Every request for such interpretation should be in writing <br /> addressed to Paul Caswell, P.E., City Engineer, Civic Center, #1 Gary K. Anderson Plaza, <br /> Decatur, Illinois, 62523, and to be given consideration must be received at least five (5) days <br /> prior to the date fixed for the opening of bids. Any and all such interpretations and any <br /> supplemental instruction will be in the form of written addenda to the Contract Documents <br /> which, if issued, notification will be e-mailed to all prospective Bidders (at the respective e-mail <br /> addresses furnished for such purposes), not later than three (3) calendar days prior to the date <br /> fixed for the opening of bids. Failure of any Bidder to receive any such addendum or <br /> interpretation shall not relieve such Bidder from any obligation under their bid as submitted. All <br /> addenda so issued shall become part of the Contract Documents. It shall be the responsibility of <br /> each Prospective Bidder to verify that each addendum has been received applicable to the <br /> project. Addenda may also be viewed on Decatur Blueprint's website at www.DecaturBlue.com. <br /> The City of Decatur maintains City project information on the City's web site at <br /> www.decaturil.gov/Departments/Public Works /Contractor Project Bid Information. It lists the <br /> current projects at the City with bid information including bid opening dates and current bid <br /> holders. It is recommended that all Prospective Bidders check this Information on the City's <br /> web site and at www.DecaturBlue.com for the status of the particular project they are interested <br /> in bidding prior to turning in bids. <br /> The successful Bidder, upon award of a Contract, shall commence work on the date <br /> specified in the "Notice to Proceed" and shall substantially complete all work in accordance with <br /> the time allocated in the contract. Should the Contractor fail to substantially complete all work <br /> in the allotted time period, liquidated damages shall be assessed as outlined in the General <br /> Conditions. <br /> 12 <br />
