August 29, 2019
T0: Mayor&City Council
FROM: Scot Wrighton,City Manager
RE: Mueller Plant Expansion
Mueller Company's new plant on North Jasper Street has already been announced.
The city was a key party to the economic development work required to secure this
project and,in conjunction with the Economic Development Corporation of
Decatur/Macon County, the city helped put together the incentive package.
To properly and effectively develop the North Jasper foundry site,Mueller Company
needed to acquire property from the Norfolk-Southern Railway that was formerly a
part of the Terminal Rail system (Inter Urban).Title issues, and the gap between the
oddly shaped tract's fair market value and the values assigned to it by the railroad,
created acquisition problems that the city ultimately resolved by agreeing to make a
cash contribution to bridge the gap between the different valuations. The foundry
project would likely have not be possible without resolution of this problem.
Given the long-term importance of Mueller Company operations to the city of
Decatur, and the history the city has in assisting Mueller Company with their local
manufacturing operations, the Mayor and City Council have agreed to provide this
development incentive because it will better secure the company's place in the local
economy. This assistance to Mueller Company is in addition to the grant the city and
the State Legislature helped arrange for the construction of a future Mueller parking
lot near the corner of Monroe and West Eldorado Streets.
It is recommended that the resolution be approved and adopted.
