<br /> OFFICERS AND EMPLOYEES GENERALLY
<br /> 1. EFFECT OF CHAPTER. The provisions of this Chapter shall apply alike to all
<br /> officers and employees of the City, regardless of the time of the creation of the office or of the
<br /> time of the appointment of the officers, including officers and members of the Police and Fire
<br /> Departments of the City.
<br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power and
<br /> authority to appoint and remove at will the Deputy and Assistant City Managers, all directors of
<br /> departments, all deputy and assistant department directors, fire marshals, battalion chiefs, police
<br /> personnel above the rank of sergeant, division managers, administrative secretaries, executive
<br /> assistant, administrative assistant, members of the Legal Department, Personnel Specialists,
<br /> Training Officer,Human Rights Officer,Systems Administrator,Senior Systems Analyst,Systems
<br /> Analyst, Budget and Revenue Officer, Risk Management Assistant, Water Customer Service
<br /> Manager, Water Customer Service Supervisor, Street and Sewer Maintenance Supervisor, Civil
<br /> Engineer I, Civil Engineer II, Assistant City Engineer, GIS Specialist, Fleet Supervisor, Water
<br /> Production Maintenance Supervisor, Water Production Operations Supervisor, Engineering
<br /> Services Coordinator, Supervisor of Technical Services, CAD System Coordinator, Police
<br /> Records Supervisor,Water Distribution Supervisor,Water Metering Supervisor,City Forestry and
