o�rNar+rcE No.�+���-��� <br /> ORDINANCE AMENDING CITY CODE <br /> -CHAPTER 21 - <br /> -PUBLIC LIBRARY- <br /> BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> Section 1. That Chapter 21 of the City Cade af the City of Decatur, I1linois, be, and the <br /> same is hereby modified and amerrded by amending Sectians 4, 5, 6, 7, 8. Said Sections 4, 5, 6, <br /> 7, 8 as so madified and amended, sha11 provide as fallows: <br /> 4. BUDGET. Annually no later than October 1, the Board shal! subrnit ta the City <br /> Manager a proposed budget of the anticipated library costs and expenses for the next ensuing <br /> January 1,thraugh December 31, fiscal year, in such form and detail as may be from time to time <br /> requested by the City Manager. The City Manager shall submit the recomrnendations as to such <br /> budget to the Council along with the suggested budget for other City functions. Annually along <br /> with the budgeting of and for other funds of the City a fund which shall be known as the Library <br /> Fund shall be budgeted for said casts and expenses in such amount as the Council deems proper <br /> for said object and purpose and the Council may cause the same to be funded by the levy of such <br /> tax ar taxes, or atherwise, and in such amount or amounts as the Council rnay from time to time <br /> provide. <br /> 5. CONTROL OF FUND. Subject to the direction of the Council, the Board shall <br /> supervise and control the library fund and shall do so in such manner as to comply with the fiscal, <br /> financial and accounting rules,regulations,practices,procedures and ordinances of the City. <br /> 6. ANNUAL REPORT. The Board sha11 annually report to the Cauncil and to the Illinais <br /> State Librarian as is prescribed by statute. <br /> 7. APP4INTMENT OF LIBRARIANS. Provisions of the 1aw ar ordinance to the <br /> contrary notwithstanding, and until the further order of the Council, said Board is hereby <br /> authorized ta provide by resolution, either through applicatian af the Civi1 Service Law for Cities <br /> or otherwise, for the appointment, probation, continuance in positian, demotion, rernoval or <br /> discipline af prafessional librarians to ar occupying positions as a supervisor af a service or as a <br /> head of a departrnent as such services or departments are or have been established by said Board <br /> for the organization and operatian of said Library. <br /> Sectian 2. That the City Clerk be, and she is hereby, authorized and directed to cause the <br /> provisions hereofto be appropriately set aut in the City Code and to cause the same to be published <br /> in pamphlet farm according to 1aw. <br /> I <br />
