CITY CQUNCIL MEMt.�RANDUM <br /> NO. 2019-06 <br /> Augus#29,2014 <br /> T4: �-Ionorable Mayor Maore Wo1fe and City Coancil <br /> FRt�M: Scot Wrighton, City Manager <br /> Wendy Morthland, Corporatian Counsel <br /> SUBJECT: ANNEXATIONS-COMPLETELY SURROUNDED 60 ACRES OR LESS <br /> RECOMMENDATION: On the Agenda are three separate ordinances annexing praperty that <br /> are completely surrounded by City of Decatur baundaries and are sixty(60} acres or �ess. State <br /> statutes pravide that property that is completely surrounded and sixty(60)acres or less in size rnay <br /> be annexed by the municipality that surrounds it. <br /> On August 5, 2019, City Council passed Resolutions indicating the City's intent to annex <br /> these three properties at the an September 3,2419 Council Meeting and authorizing publication af <br /> a notice in a lacal newspaper. That notice indicating the City's intent to annex the subject <br /> properties was published far all three properties on August 14, 2Q19. Statutory notices were also <br /> sent by certified mail to the taxpayers of record, the awners, the appropriate Township, Fire <br /> Pratection District,Public Library District, and County officials. <br /> AII three properties are Iocated in southwest Decatur. The annexation of these parcels is <br /> consistent with the policy previously articulated by the City Council: annex all surrounded parcels <br /> and those that are contiguous with a water service agreement in order to increase the census count <br /> anc!eliminate service islands. <br /> Staff recommends approval of the Ordinances. <br /> POTENTIAL 4BJECTItJNS: There are na known or expected objections, filed at the time of <br /> this report. <br /> STAFF REFERENCE: Scot Wrightan, City Manager, at 424-2801. <br /> Wendy Morthland, Corparation Counsel, at 424-2807. <br /> BUDGET/TIME IMPLICATIQNS: None. <br />
