Item Caversheet Page 1 of 2

Public Warks
DATE: 9/9/2019
MEMO: 2019-149
'CO: Honorable Mayar Moare Wolfe and City Coancil Members
FROM: Scot Wrighton,City Manager
MatE Newell,Public Works Director
Jim Getz,Police Chief
Deborah M.Perry,Purchasing Supervisor
StJBJECT. Resotution Accepting the Bid Price af Bob Ridings Ford Inc.for the Purchase of Qne(1)202Q Ford
Interceptor Hybrid Utility Vehicie.
SUMMARY RECOMMENDATION: Staff recomrr►ends awarding a contract in the amount of$52,465 to Bob Ridings Ford,
Inc.for one(1)2020 Ford Interceptor Hybrid Utility Vehicte. The listed cost includes the cost of the vehicle and Palice
Department required upfitting.
BACKGROUND:
The City of Decatur Police Department has requested one(1)new vehicle ta replace one{1)241f ord Interceptor Utility that was
totaled in a vehicle accident.
The vehicle being replaced is:
One 2017 Ford Interceptor Utility with 23,659 miles.
T'he replacement vehicle is estimated ta be delivered in 120 days.
U}fitting
"I'his vehicle will be used as a command vehic(e by the Palice Department. The upfitting is reduced from that of a normal palicc
interceptor by not including the prisoner cage. The upfit includes all emergency lights and siren/speaker,weapan mounting rack,
equipment connections for the computer anct camera systems, communication antennas, battery chargers far wire(ess microphone
and necessary wiring and hardware as required for installation.
Proposed Hybrid Vehicle
The trend in fleet vehicles is moving toward mare environmentally friendly with a reduced reliance on fassil fuels and also
redaced operating costs.
Some options being puk into use are Carnpressed Natural Gas,Propane,Electric and Hybrid vehicles. A T Iybrid is primarily a
standarcl gasaIine pcawered vehicle with an electric motor assist as part of the pawertrain and battery power for accessory operation
without the engine running. The Hybrid does not require being plugged in to recharge the battery, the vehicle recharges itself.
The added cost of a hybrid vehicie over a standard police interceptor is about$3,4"75{the hybrid bicE is cheaper than the interceptor
bid due to the reduced upfitting charges noted earlier). Using the calculated benefits provided by Ford, there wili be an estimated
annual savings in fuel and maintenance of$2,400 and an annual 15,700 lb.reduction in CO2 emissions.
Shoutd the Hybrid system prove feasible and be expattded to police interceptor vehicles thc annual cost savings wou(d be greater
considering the patrol vehicles are driven more miles annually than the Command vehicles.
Camputer Components
The City wiil need to acquire computers and catneras far the potice vehicles around the titne of the expected detivery in 3-4
months. It is estimated that these future costs will be about$12,OOp per vehicle and will be presented to Council at a future
meeting.
D[SPOSAL OF REPLACED UNITS:The totaled vehicle will be sold as salvage.
https://decatwr.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=2295 9/12/2019
