RES{�LUTI4N NO.R2019 �- �3� RESOLUTIQN AIITHORIZING AGREEMENT -CENTRAL ILLINOIS LAND BANK AUTHORITY- WHEREAS, the CITY OF DECATUR, ILLINOIS, an Illinois municipal corporatian and body politic ("City") is a unit of local government pursuant to Article VII, Section 6 of the Illinois Constitution af 1970; and, WHEREAS, Article VII, Section 10 of the Illinois Constitution of 1970 provides authority for units of local governments to contract or atherwise associate among themselves to obtain and share services and to exereise, combine or transfer any power or function in any manner not prahibited by law or ardinance; and, WHEREAS, the Intergavernmental Cooperatian Act (5 ILCS 220I1 et. seq.) also pravides that any one or mare public agencies may contract with any one or mare other public agencies to perfarm any governmental service, activity or undertaking which any of the public agencies entering into the contract is authorized by law to perform provided that such contract sha11 be authorized by the governing body of each party ta the contract; and, WHEREAS, the Central Illinois Land Bank Authority, initially formed as the Vermillion County Land Bank Authority and established under the Intergovernmental Cooperation Act, currently operates as a land bank serving local governments in Illinais; and, WHEREAS, the Central Illinois Land Bank has approved accepting units af 1aca1 governrnent fram outside Vermillion Caunty; and, WHEREAS, the City finds that it advances the City's interests to join a land bank to work with other units of 1aca1 government to work ta reduce blight, improve housing, economic and comrnunity development conditions and conduct vacant lat impravement pragrams. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Decatur as follows: � Section 1. That the City of Decatur approves entering into an Intergovernmental Agreement pertaining to the operation of a land bank serving the City in sirnilar forrn and substance as Exhibit A attached hereto and hereby incorporated by reference. Section 2. That the City Manager of the City of Decatur is here6y authorized to negatiate, enter into and execute the Intergovernrnental Agreement and any other documents necessary ta jois�the Central Illinois Land Bank Authority.
