STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date September 5, 2019 <br /> Case No. 19-36 <br /> Property Location 2504 North Water Street <br /> Request Rezoning at 2504 North Water Street from M-2 Heavy Industrial <br /> District to M-1 Intense Commercial—Light Industrial District. <br /> Petitioner Drake Homes, Bill Drake <br /> Representative <br /> BACKGROUND <br /> The subject site located at 2504 North Water Street is currently zoned M-2 Heavy Industrial <br /> District. It consists of approximately 0.62 acres and is currently unoccupied. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Industrial M-2 Employment <br /> North Industrial M-2 Employment <br /> South Office M-2, O-1 Employment <br /> East Industrial M-2 Employment <br /> West Commercial M-1 Heavy Commercial <br /> PROJECT DESCRIPTION <br /> The petitioner proposes to rezone the subject site frorn M-2 Heavy Industrial District to M-1 <br /> Intense Commercial-Light Industrial District with the intent to construct a restaurant. The <br /> proposed building will be 3,120 square feet (52' x 60'). A preliminary Site Plan is not required <br /> for a straight rezoning request such as the current petition and was not submitted. <br /> STAFF ANALYSIS <br /> The surrounding zoning includes M-2 Heavy Industrial District to the north, east and south; O-1 <br /> Office District to the south; and M-1 Intense Commercial-Light Industrial District to the west.Per <br /> the Macon County and Decatur Comprehensive Plan, the Future Land Use: Planning District 7 <br /> shows this area as Employment and Heavy Commercial. Since the site is proposed to be down- <br /> zoned from M-2 to M-1 which would permit less intensive uses, staff believes the requested M-1 <br /> zoning is reasonable and consistent and compatible with the surrounding properties in the M-1 and <br /> M-2 Districts. <br /> The subject site is located within a rnixed-use area and down-zoning to M-1 Intense Commercial <br /> —Light Industrial District should have no adverse effect on the general area or the City as a whole. <br /> STAFF RECOMMENDATION <br /> Staff recommends approval of the petition. <br />
