JT's Tree Service,LLC,in the amount of$96,520.80 to remove trees on street boulevards.
2. Homer Tree Care Inc.,in the amount of$139,000 to remove brush and trees along the William Street Rd.(State
Route 105)embankment on the south side adjacent to Lake Decatur and in drainage ditches beside Black's hardware on
East Garfield and north of the old Firestone facility between 22°d Street and 27th Street.
BACKGROUND:
Tree Removal
The boulevard trees to be removed by JT's Tree Service are large dead and dying trees consisting mainly of ash trees, which are
being attacked by the Emerald Ash Borer and have been identified as potential hazards. See the attached location maps.
William Street Road Tree and Brush Clearing
The trees and brush along the south side of William Street next to the lake are being removed to open up the view of the Lake.Past
Councils have requested that these major transportation routes be cleared of the trees and brush that block the view of the lake.
This has since been an annual project for many years. Much of this area is riprap so ground cover establishment won't be a
concern at this time. The removal stops short on the east end to provide a buffer to reduce highway noise affecting area residents.
Earlier this year, the City,in partnership with the Conservation District, began a ground cover test project at East Lake Shore Drive
and Martin Luther King Jr.Drive.Depending on the results of this test, the City may incorporate restoration work to follow the
tree and brush removal projects.
Drainage Ditch Clearing
The h•ees and brush in the ditches identified on the attached location maps are being removed to ensure the proper flow of storm
water. The ditch north of the old Firestone facility is costly to clear due to the poor access to the area and the need to avoid
obstructing the adjacent railroad tracks which significantly increases the time needed to perform the work.
PRIOR COUNCIL ACTION: These are recurring annual projects for the Public Works Department.
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES:
Forestty and Lake Maintenance Sections requested the removals and wrote the specifications.
htts://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=2397 10/11/2019
