Condit and 1067 E.North(In Bid Group B)
SUMMARY RECOMMENDATION:
Staff recommends approval of the four(4)attached resolutions authorizing execurion of agreements for demolition of a combined
total of twenty-four(24)dwellings,including twenty-two(22)dwellings with Hutchins Excavating for$227,832 and two(2)
properties with Anderson Backhoe Service,Inc. for$20,150.A 25th house will also be demolished as a result of this bid
opening, but the contract for this final structure is for less than$20,000 and therefore does not require City Council action.
BACKGROUND:
With staff's continued efforts on a more aggressive pace of demolitions,in support of neighborhood revitalization objectives,a
batch of 25 dwellings were recently put to bid in three groups after clearing legal and emirornnental review. Each group was bid
on an individual property basis and as respective groups with potenrial savings far comparative evaluations. Bid Group A
represents six(6)dwellings that do not require asbestos abatement. Bid Group B represents ten(10)single-story structures that
require asbestos abatement. Bid Group C represents nine(9) 1 '/z-2 story structures that require asbestos abatement.
Under the notion that the low bidder of each of the groups with largest savings be considered for approval,a total of four
contracts representing 24 of the 25 dwellings are being recomrriended to the City Council. There is one structure in Bid Group B
that does not trigger the spending threshold for City Council action(Clancy Coleman far$18,400),thus not reflected in any of
the 4 resolutions and will be processed by staff administratively. One of the recommended contracts is with a minority company.
Bid Groups A and C reflect a group discount savings of$1,470 and$823 respectively. Bid Group B dwellings were awarded on
an individual basis with a cost savings of$14,818 over the group discount. Overall, the total savings resulting from using this
bidding method amounts to$17,111.
Additional demolition authorizations are scheduled for council action in November as city staff has placed many more homes
into the demolition"pipeline."
POTENTIAL OBJECTIONS: No known objections to this resolution.
INPUT FROM OTHER SOURCES:
Debbie Perry,Purchasing Supervisor;Susan Kretsinger,Neighborhood Inspections Administrator.
STAFF REFERENCE: Any additional quesrions may be forwarded to Raymond Lai at 424-2727 or rlai@decaturil.gov or
Susan Kretsinger at 450-2347 or skretsinger@decaturil.gov.
ATTACHMENTS:
T___..'._a:_._ T_"-'_
