Excerpts from Traffic & Parking Commission Meeting Minutes <br /> September 26, 2019 <br /> ITEM#1. Request for a four-way stop at the intersection of East Walnut Street and <br /> North Lowber Street. <br /> RECOMMENDATION: <br /> City staff received a request from a resident for a four-way stop at the intersection of East Walnut <br /> Street and North Lowber Street. Upon reviewing the accident records at this intersection, three <br /> accidents have occurred within the last three years involving vehicles and cyclists not stopping at <br /> the stop signs. These types of accidents may be corrected by requiring all vehicles to stop at the <br /> intersection, thus reducing the chance of an accident if a vehicle runs their stop sign. A moderate <br /> amount of traffic passes through this intersection, with around 1,167 vehicles travelling through <br /> this intersection on a weekday. Within a recent three-year period, there has been an average of <br /> 2.35 accidents for every million vehicles entering this intersection. For reference, the Traffic and <br /> Parking Commission has used 1.5 accidents per million vehicles as a threshold for requiring stop <br /> signs at intersections. Because the accident rate exceeds this threshold, City staff recommends <br /> installing two more stop signs at the intersection of East Walnut Street and North Lowber Street <br /> making it a four-way stop. <br /> Ed Hurst motioned to move forward with installing two more stop signs at the intersection of <br /> East Walnut Street and North Lowber Street making it a four-way stop. Seconded by Joselyn <br /> Strewart, and on call of the roll, Commission Members Broderick, Caswell, Hurst, Wigginton <br /> and Stewart voted aye. The chairman declared the motion carried. <br />
