Economic&Commuiuty Development
DATE: 11/18/2019
MEMO: No. 19-62
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton,City Manager
Raymond Lai,Economic and Community Development Director
Susan Kretsinger,Neighborhood Inspections Administrator
SUBJECT:
Resolutions Authorizing the Execution of Four(4)Separate Ageements for Demolition of Uacant Residential Dwellings—One
Ageement with Hutchins Excavating for 661 W Center and 1545 N. Taylor; One Agreement with Anderson Backhoe Service,
Inc. for 1004 N. College, 1324 N. College and 822 W. Decatur;One Agreement with AJ's Custom Contracting,Inc. for 305
Burtschi, 1544 N. College,2050 N. Union,421 S.Maffit and 890 W. Marietta;and One Agreement with Dary Burnett Concrete
Contractor Inc. for 1384 N. Union, 1025 N. Edward, 1290 E. Condit and 1335 N. Church
SUMMARY RECOMMENDATION: Staff recommends approval of the fow(4)attached resolutions authorizing execution
of agreements for demolition of a combined total of fourteen(14)dwellings.
BACKGROUND:
With staff's continued efforts to more aggressively pursue demolition of derelict structures, and in support of neighborhood
revitalization objectives,a batch of 15 dwellings were recently put to bid in two groups after clearing legal and environmernal
review. Each group was bid on an individual property basis and as respective groups with potential savings for comparative
evaluations. Bid Group A represents seven(7) 1—1 '/z story shuctures tlat require asbestos abatement. Bid Group B represents
eight(8)two-story structures that require asbestos abatement.
Under the notion that the low bidder of each of the goups with largest savings be considered for approval,a total of four
contracts representing 14 of the 15 dwellings are being recommended to the City Council. There is one structure in Bid Group B
that does not trigger the spending threshold for City Council acrion(Clancy Coleman for$15,590),thus it is not reflected in any
of the 4 resolutions and will be processed by staff administratively. One of the recommended contracts is with a minority
company.
Bid Groups A and B were awarded on an individual basis with a cost savings of$12,843 for Group A and$20,427 for Group B
over the group discount. Overall, the total savings amount to$33,270. Bidding for the two groups as respective groups did not
yield any savings.
POTENTIAL OBJECTIONS: No known objections to this resolution.
INPUT FROM OTHER SOURCES:
Debbie Perry,Purchasing Supervisar;Susan Kretsinger,Neighbarhood Inspections Administrator.
STAFF REFERENCE: Any additional questions may be forwarded to Raymond Lai at 424-2727 or rlai@decaturil.gov or
Susan Kretsinger at 450-2347 or slaetsinger@decaturil.gov.
ATTACHMENTS:
Description Type
Resolution&Eibit A Resohilion Lettcr
