November 14, 2019 <br /> T0: Mayor Julie Moore Wolfe&Decatur City Council Members <br /> FROM: Scot Wrighton,City Manage <br /> RE: 2019-2021 Strategic Planning Document <br /> The above referenced document was included in the appendix to the City Manager's <br /> Proposed Budget for FY 2020. Council members discussed the document at their <br /> November 4 budget study session and instructed staff to place formal approval of <br /> the document on the November 18 regular meeting. <br /> Since November 4, I have met again with the GovHR consultant that facilitated the <br /> meeting,and again reviewed my notes to make sure that as many of the comments <br /> and suggestions from the May and June meetings have been incorporated as <br /> possible,while still being true to what was actually said and what was intended at <br /> these meetings. Mark and I have made a few additional revisions to add clarity and <br /> detail—none that alter the substantive contents or direction of the version council <br /> reviewed on November 4. <br /> The document establishes seven priorities. It is not,nor is it intended to be,a <br /> comprehensive list of all the initiatives and projects the city will undertake between <br /> now and 2021. The seven priority goals articulate the areas of greatest concern to <br /> the governing body,and those that should be given the greatest attention in the <br /> budget, in future study sessions,and other policy development actions taken by the <br /> City Council. <br /> Although comparatively brief(11 pages), I believe this document will be a very <br /> useful tool in directing council's time in the future,providing focus to appointed <br /> boards and commissions of the city, providing context and framework for projects <br /> the city undertakes with external partners, and it will serve as a reference point for <br /> evaluating the city's progress in the future. It is recommended that the strategic <br /> priority goals report be adopted and approved. <br />
