Irons,Neighborhood Services Manager <br /> Susan Kretsinger,Neighborhood Inspections Administrator <br /> SUBJECT: Resolution Authorizing Agreement with Robert Oleson,Project Manager <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends approval of the attached Resolution authorizing an Agreement with Robert Oleson of Smart Consulting. <br /> BACKGROUND: <br /> Over the past several years, the Neighborhood Services Division has had an agreement with a Project Manager to carry out <br /> housing rehabilitation activities. The Project Manager is responsible for managing, monitoring and inspecting rehabilitation <br /> projects like: the Emergency Progam, the Homebuyer Program, Rental Rehabilitation and the Rehabilitation program for <br /> HOME and CDBG. <br /> With the increase in the number of demolitions managed by the Neighborhood Inspections Division,there is also a need to have <br /> more "cost of repair" estimates performed. There�y be times when testimony may be needed as to the condition of proposed <br /> demolished units. Mr. Oleson has over 30 years in construction and has served as a ternporary inspector for the Building <br /> Inspections Division. <br /> Mr. Oleson's services will be shared between the two Divisions as needed. This is special project work and it is more efficierrt <br /> for the city to obtain these services via an outsourced contract rather than putting someone on the payroll. <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact Richelle D.
