During the Council discussion,the Director <br /> of Finance gave a public recital of the nature af the matter,which included a reading of the title of <br /> the Amending Ordinance and statements (1}that the Bond Ordinance pravides parameters for the <br /> issuance of nat to exceed $2,300,040 of general obligation bonds prior to December 31, 2019, far <br /> the purposes of�nancing os�e ar more af the following: {a) improving the Decatur Public Library <br /> and (b)resurfacing and irnproving the Decatur Public Library parking lot, (2)that the bonds are <br /> issuable withaut referendum pursuant ta the home rule powers af the City, (3) that the bonds will <br /> be sold to Raymond James & Associates, Inc. or a bank authorized to do business in Illinois, <br /> (4}that the sale of bands wi11 be by certain designated officials of the City, (5}that the Band <br /> Ordinance provides far the Ievy af taxes to pay the bonds, (6}that the Bond Ordinance provides <br /> many details for the bonds, including tax covenants for the bonds,provision for terms and form of <br /> the bonds,and appropriations and(7)that the Amending Qrdinance expands the permitted uses of <br /> proceeds af the bonds to include any capital improvement or equipment acquisitian. <br /> The Mayor directed that the roll be called for a vote upon the motion to adopt the ardinance. <br /> Upon the rall being called, the following Couneil Members voted AYE: <br /> �5a �"r�d�o r�r . �4 vt� Y��t"�n .�CtR`�` ��1��r�ti ���� V�i1d�.f. <br /> �h��k.
