Final site, landscaping and lighting plans shall be submitted to and approved by the Economic and Community
Development Deparhnent,Public Works Department and the Fire Deparhnent prior to building permits being released.
2. The existing sanitary sewer will need to be re-routed as necessary around the building.
3. IDOT approval and pernut will be required for any modifications to Fairview Drive.
The City Plan Commission voted 8-0 to recommend approval of the petition at the November 7,2019 meeting;the relevant draft
minutes of the meeting are attached.
BACKGROUND:
The subject petition requests that the B-3 District be amended to allow for the conshuction of a fire station as an outbuilding on
the Fairview Plaza property in the B-3 District. The purpose is to replace the existing Fire Station#3 which was built in 1927
and has a total square footage of 2,800, currently located at the northwest corner of West Eldorado Street and North Fairview
Avenue.
The proposed fire station will be in the northeast portion of the development along North Fairview Avenue approacimately where
a previous fuel station associated with a former grocery stare was located. The proposed 2-bay, one-story building has a first-
floor area of approximately 7,710 square feet with no basement. There will be a total of 4 persons stationed at this location.
Access to the station will be from a right-in/right-out curb-cut off North Fairview Avenue. Fire trucks will return to the station off
King Street. The City is currently discussing the possibility of allowing left turns off Fairview Avenue with IDOT. There will be
a shared driveway access easement beriveen the proposed fire station and the owners of Fairview Plaza.
The proposed amendment to the B-3 is consistent with the character of the surrounding neighborhood and general area. Fairview
Plaza has been located in the area since the late 1950s and does not appear to have had an adverse effect on the neighborhood or
general area.
For further details, please refer to the attached Plan Commission staff report.
POTENTIAL OBJECTIONS: No objectors spoke at the Plan Commission meeting
INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical Review Committee;Planning,
Engineering and Fire.
STAFF REFERENCE: Any additional questions may be forwarded to Joselyn Stewart(jstewart@decaturil.gov)ar Ray Lai
(rlai@decaturil.gov).
BUDGET/TIME IMPLICATIONS: None
