LETTER to the DECATUR CITY COUNCIL <br /> Financial Management Department <br /> Letter#2019-14 <br /> DATE: November 24, 2019 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Gregg D. Zientara, City Treasurer&Director of Finance <br /> SUBJECT: Property Tax Levy for AV Year 2019 Pay Tax Year 2020 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached series of Ordinances,which set the <br /> property tax levy for the City of Decatur for assessed value year 2019 pay tax year 2020 and <br /> abate certain of the general obligation bond debt service payments, whereby such abatement will <br /> exclude said debt service payment from inclusion in the property tax levy. <br /> The tax levy presented herewith, is the same tax levy as presented to and approved by City <br /> Council in Council Resolution R2019-169, Resolution Estimating Amounts Necessary to be <br /> Raised by the 2019 Tax Levy, adopted by the City Council on November 4, 2019. <br /> This tax levy and tax abatements will be used by County Officials to calculate the tax extensions <br /> to appear on property tax bills issued to property owners in calendar year 2020 for tax due in <br /> calendar year 2020. <br /> The property tax levy presented in the ordinance for Council consideration is $26,891,809.52 and <br /> includes tax levy amounts for the Decatur Police Pension, Decatur Firefighter Pension, Decatur <br /> Public Library, Decatur Municipal Band and debt service payments for all General Obligation Debt <br /> due in the fiscal year covered by the tax levy. <br /> Tax Abatement Ordinances included amount to$12,704,809.52 of general obligation debt service <br /> tax abatement. <br /> The resulting net tax levy after abatement is $14,187,000.00, with comparison as follows to the <br /> prior year tax levy: <br /> $(whole) Tax levy Tax Abatement(s) Net Tax Levy <br /> 2019 Tax Levy 26,891,809.52 12,704,809.52 14,187,000.00 <br /> 2018 Tax Levy extended 26,836,259.21 12,959,062.28 13,877,252.61 <br /> The 2019 tax levy presented herewith reflects an increase of 2.2% versus the 2018 tax levy. The <br /> increase is the result of anticipated assessed value gain and the resultant property tax revenue <br /> from annexations affected by council action in 2019. <br />
