City Manager <br /> DATE: 11/25/2019 <br /> MEMO: No. 19-03 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Jon Kindseth,Deputy City Manager <br /> SUBJECT: Cleanup of City Code Related to City Positions <br /> SUMMARY RECOMMENDATION: Staffrecommends the approval of this item to create a few new specific positions and <br /> removal of few unused positions. <br /> BACKGROUND: <br /> As can be seen in this chapter references,this section of the City Code has been modified numerous times since 2000. Section 2 <br /> of Chapter 7,primarily outlines the specific job titles for not unionized or inanagement employees. This section has had to be <br /> reperirively updated as job titles change within the organization. The needs of the City cl�ange over time and the industry <br /> standard titles change over time also. In order to remain competitive and attractive as an employer we need to adapt as well. <br /> We are updaring this section now to create new positions of Civilian Liaison Officer(CLO)and Grants and Procurement <br /> Manager. With the need to update it for these two new positions,we are also cleaning up unfilled positions and updating <br /> previously created positions already staffed. At some point the Council may choose to eliminate this Section 2 of Chapter 7, <br /> and defer all job titles and positions to the City Manager and Civil Service Commission within the parameters of the City <br /> Council approved budget. <br /> POTENTIAL OBJECTIONS: None known <br /> INPUT FROM OTHER SOURCES: Huma.n Resources and Legal Deparhnents <br /> STAFF REFERENCE: Staff familiar with this Ordinance and recommendation include Deputy City Manger Jon Kindseth, <br /> Corporate Counsel Wendy Morthland,and City Manger Scot Wrighton <br /> BUDGET/TIME IMPLICATIONS: <br /> Four Civilian Liaison Officers have been been included in the 2020 proposed budget witlun the Police Deparhnent budget. The <br /> Grants and Procurement Manager is budgeted for within the Transit budget.
