Item Coversheet Page 1 of 2 <br /> n <br /> Public Works <br /> DATE: 12/27/2019 <br /> MEMO: 2019-227 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> SUBJECT: Ordinance Authorizing the Installation of a Stop Sign at the Intersection of East King Street and North <br /> Warren Street Facing North Warren Street,and the Removal of the Stop Signs Facing East King Street. <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends the approval of the attached Ordinance authorizing the installation of a stop sign at the intersection of East King <br /> Street and North Warren Street facing North Warren Street,and the removal of the stop signs facing East King Street. <br /> BACKGROUND: <br /> On October 22,2015,Traffic&Parking Commission approved a request from City staff recommending that stop signs be installed <br /> at the intersection of North Warren Street and East King Street with the stop signs facing East King Street.This was based on a <br /> study of the traffic after the opening of Crossing Healthcare.Warren Street was the main street in and out. <br /> On September 17,2018,City Council approved ordinance no.2018-48 vacating the 900 block of North Warren Street,making the <br /> intersection of North Warren Street and East King Street a T-Intersection. <br /> Noticing confusion from traffic about who should yield to whom,once the north leg was removed,it was decided the best course <br /> of action was to move the stop signs so that Warren Street shall stop and yield to King Street,as is typical with a T-Intersection. <br /> On October 30,2019,Decatur Police Chief Getz established a temporary order for traffic on Warren Street to stop and yield to <br /> traffic on King Street.The stop signs were moved shortly thereafter. <br /> PRIOR COUNCIL ACTION: <br /> November 16,2015—Council approved Ordinance No.2015-64 establishing a stop intersection at North Warren Street and East <br /> King Street.The ordinance requires traffic travelling on East King Street shall stop and yield the right-of-way to vehicles on North <br /> Warren Street. <br /> POTENTIAL OBJECTIONS: No objections are anticipated. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,and Griffin Enyart,Assistant City Engineer.Matt Newell,Public <br /> Works Director,will be present at the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Budgetary impacts were approximately$200 for the installation of the requested signs and removal of the old <br /> signs. <br /> Staffing Impact: Approximately 1 hour of staff time was used to make and install the signs. <br /> Schedule: Stop signs have already been moved.This ordinance will make their placement permanent. <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=2534 12/16/201 R <br />
