STAFF REPORT <br /> To: Mayor Julie Moore Wolfe <br /> City Council Members <br /> City Manager Scot Wrighton <br /> From: Chief James E. Getz <br /> Subject: Grant Agreement <br /> BRIEFING ITEM <br /> RECOMMENDED ACTION: <br /> Approve by resolution a grant agreement between the Howard G. Buffett Foundation and the <br /> City of Decatur for an amount of$500,000 to support the salary and benefits cost for a full time <br /> DUI Enforcement officer for four years beginning January 1, 2020. <br /> BACKGROUND: <br /> DUI incidents are problematic in keeping the streets and highways safe for citizens to travel. The <br /> Decatur Police Department takes Driving Under the Influence very seriously as proof of <br /> finishing in the top 5 of DUI arrest in the State for the past several years. The use of recreational <br /> cannabis will be legal on January 1, 2020 in the State of Illinois. The Decatur Police Department <br /> believes there will be more Driving Under the Influence of Cannabis after January 1, 2020. Thus, <br /> there we be a need for more direct and dedicated enforcement towards Driving Under the <br /> Influence. <br /> The Howard G. Buffett foundation has offered a Grant of$500,000 to help combat the likely <br /> increase in DUI drivers. The Grant is for a total of$500,000 to be used solely on the salary and <br /> benefit expenses of one Officer for a total of four years beginning on January 1, 2020. The <br /> Officer must commit 100 percent of his time to DUI enforcement. The goal of the Officer <br /> assigned to this position is to increase the local detection and enforcement of impaired drivers. <br /> The Officer shall not be used to supplement regularly budgeted staffing or supplant a DPD staff <br /> position. At the conclusion of this grant or the removal of this position by the Decatur Police <br /> Department, any unexpended funds must be returned to the HGB Foundation. <br /> It is recommended for the increased safety of the citizens traveling the City Streets the Council <br /> approve this Grant Agreement. <br />
