Newell,P.E.,Public Works Director <br /> SUBJECT: Amended Resolution Authorizing the Purchase of 3915 East Faries Parkway for <br /> the Improvement of Brush College Road over Faries Parkway and the Norfolk <br /> Southern Railroad Tracks, <br /> City Project 2009-33 <br /> Section 09-00933-01-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign and the City Clerk to attest to the authorization of an additional $874.89 to pay for relocation <br /> expenses for the purchase of the property located at 3915 Faries Parkway which was purchased to <br /> provide right of way for the improvement of Brush College Road over Faries Parkway and the <br /> Norfolk Southern Railroad Tracks. The original Resolution authorized the expenditure of$120,000 <br /> in State Motor Fuel Tax funds which included $80,000 for purchase of the property and $40,000 for <br /> anticipated relocation reimbursements. The anticipated $40,000 allocated for relocation and moving <br /> reimbursements will total $40,874.89 which will exceed the authorized amount by $874.89. These <br /> funds will be reimbursed at 100%by a State of Illinois Jobs Now! grant. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for prior Council action on this item. <br /> BACKGROUND: <br /> On August 19,2019, the City Council authorized the expenditure of$120,000 to purchase the <br /> property located at 3915 Faries Parkway to provide right of way for the improvement of Brush <br /> College Road over Faries Parkway and the Norfolk Southern Railroad Tracks. The authorized <br /> $120,000 expenditure included $80,000 for purchase of the property and$40,000 for anticipated <br /> relocation reimbursement. The estimated $40,000 relocation allocation will be exceeded by $874.89. <br /> As part of the Federal property procurement process,the City is required to assist in the relocation of <br /> the owner and all tenants of the property. As Council was advised,relocation costs are not known at <br /> the time of purchase but were estimated. Land acquisition specialists with the City's representative, <br /> Crawford,Murphy& Tilly, Inc., review all expense submittals to assure they meet the Federal <br /> requirements and then recommends approval for payment by the City as appropriate. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> � 1 � <br />
