City Manager DATE: 1/6/2020 MEMO: 2020-03 TO: Honorable Mayor Moare Wolfe and City Council Members FROM: Scot Wrighton,City Manager Jon Kindseth,Deputy City Manager SUBJECT: Consideration of a Resolution Authorizing an Ageement with Decatur Area Convention&Vsitors Bureau. SUMMARY RECOMMENDATION: Staff recommends the approval of this agreement with DACVB. We have never had a formalized agreement in the past,and see many benefits to forn�alize our relationship. This agreement memorializes many of the things that the DAC VB has done for Decatur in years past,as well as incorporating a new responsibility--overseeing use of the Transfer House. BACKGROUND: The City has been contemplating the most efficient and effective way to maintain and use the Transfer House downtown and this agreement is a step towards this goal. This formalized agreement not only outlines the expectations of the DACVB,but also includes the transfer of oversight of the Transfer House to DACVB. The City will retain ownership and final control over this historic structure,and will approve the DACVB's use policies,as well as approve(through the issuance of formal approvals and permits)any physical or structural modifications to the building. PRIOR COUNCIL ACTION: The city's support of the DACVB was last discussed during FY 2020 budget sessions. But this action also advances a council goal of taking actions that will increase activities in the central business district--and especially Central Park. In accordance with the agreement,the DACVB will take responsibility for raising funds to make interior and e�erior improvements to the Transfer House so that it can be used as an event headquarters for celebrarions,festivals and other activities in Central Park(in addition to those already held downtown). This will make Central park a more desirable location for the kinds of events the council is hoping to attract to downtown Decatur;and the DAC VB will help market this addirion seamlessly,since they will manage building use. POTENTIAL OBJECTIONS: No known objections to tlus ageement with DACVB STAFF REFERENCE: Scot,Jon and Teri Hammel will be at the City Council meeting to address any unanswered questions that may arise. Scot or Jon can be reached in the meantime for clarifications or questions. BUDGET/TIME IMPLICATION5: The annual cost of this agreement is$250,000 which is funded through the Hotel/Motel tax generated.
