CITY COUNCIL MEMORANDUM <br /> NO. 2020-01 <br /> January 2,2020 <br /> TO: Honorable Mayor Moore Wolfe <br /> FROM: Scot Wrighton, City Manager <br /> Gregg Zientara, City Treasurer&Director of Finance <br /> Wendy Morthland, Corporation Counsel <br /> RE: Temporary Fine, Fee and Cost Waiver for traffic and parking violations <br /> Chapter 34 of the City Code sets forth various parking rules, regulations and restrictions <br /> for motor vehicles in the City of Decatur. As part of that Code, citations may be issued for <br /> violations and additional fines,fees,penalties and costs may be assessed for payment not made or <br /> not made in a timely manner. <br /> Through the years, there have been citations that have not been paid. Traditionally, the <br /> City has sought enforcement for the worst offenders first which has caused some citations to go <br /> unpaid. As part of City Council's budget discussions as to the most efficient and expedient way <br /> to collect those citations,the City Council supported the temporary waiving of seeking additional <br /> fines,fees,penalties or costs that may be owed pursuant to the City Code for a specific time period. <br /> The accompanying Resolution would place a temporary moratorium on the assessment and <br /> collection of fines, fees, penalties and costs that are placed on parking citations issued by the <br /> City. This Resolution would be in effect through April 30, 2020. Those issued citations for <br /> parking type violations set out in Chapter 34 could pay the original amount of the citation during <br /> this temporary moratorium or amnesty period and not incur additional fines, fees, penalties or <br /> costs. <br /> City staff recommends approval of this Resolution. <br />
