OFFICE OF CITY MANAGER TRANSIT DIVISION <br /> September 21, 2020 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Jon Kindseth,Deputy City Manager <br /> John Williams, Mass Transit Administrator <br /> SUBJECT: Resolution authorizing supplemental pay to M.V. Transportation to be <br /> utilized for employee hazard pay. <br /> RECOMMENDATION: Staff recommends that this item be approved. <br /> BACKGROUND: The City of Decatur as well as other communities around the country <br /> and nation has been impacted by COVID-19 commonly known as the Coronavirus. This <br /> virus is one that has caused persons to become sick and many have died.At present,there <br /> is no cure or vaccination for this virus and have caused a health risks to the essential <br /> workers who serve the City of Decatur Public Transportation System. Although measures <br /> have been implemented to try and mitigate the risk of these workers from becoming <br /> infected,there is still a level of hazard that persist. Many transit systems around the <br /> country have begun offering these frontline workers supplemental pay, in the form of <br /> bonuses and/or hourly pay increases. It has been recommended by the (ATU)Almagated <br /> Transit Union,that transit systems who have received additional funding through the <br /> CARES Act provide these essential workers with hazard pay. This item is approved for <br /> funding by the Federal Transit Administration. This Resolution would authorize the City <br /> Manager to provide hazard pay to Decatur Transit employees as determined appropriate <br /> and M.V. would invoice the City for such supplemental pay. At this time,we are <br /> considering a$1- $2 increase in hourly pay through the end of the calendar year. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact <br /> Jon Kindseth at 450-2323 or jkindseth ,decaturil.gov; John Williams at 424-3552 or <br /> jwilliamskdecaturil.gov <br /> BUDGET/TIME IMPLICATIONS: The cost of the supplemental pay for transit <br /> employees will be paid out of the $4.5M received under the CARES Act. <br />
