Irons,Neighborhood Services Manager <br /> SUBJECT: <br /> Adoption and authorization of expenditures for amended FY 19-20 Annual Action Plan CDBG-CV funds. <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends adoption of the amended FY 19-20 Annual Action Plan. The amendment includes the addition of$834,287 in <br /> Community Development Block Grant Program-CV(CDBG-CV)that the U. S. Department of Housing and Urban <br /> Development(HUD)reviewed and approved the City's amended Annual Action Plan for FY 19-20. <br /> BACKGROUND: <br /> In accordance with the guidelines set forth by the U. S. Department of Housing and Urban Development(HUD),the <br /> Neighborhood Services Division develops an Annual Action Plan. The Annual Action Plan describes funding allocations for <br /> Fiscal Year 2019-20 along with strategic implementation of the priorities identified in the City's Five Year Consolidated Plan, <br /> FY 2015-2019. The City Council reviewed and approved the CDBG and HOME funds during the adoption of the City's FYI <br /> budget. <br /> The Coronavirus Aid,Relief and Economic Security(CARES)Act provides funding to enable our community to prevent, <br /> prepare for,and respond to coronavirus through providing quality subsidized housing and expanding economic opportunities for <br /> low-and moderate-income persons through HUD programs. Based on community needs,$511,810 in CV funds will assist <br /> residents with rent/mortgage and utility assistance and$272,477 to assist small business for rent/mortgage assistance. Fifty <br /> thousand($50,000)will be used for administration of the CV grant. <br /> The HUD approval gives the city some flexibility to alter the two-thirds/one-third split of funds between rent and utility <br /> assistance and small business assistance,based on actual need and demand moving forward. However,the city was recently <br /> notified that the Federal Government has awarded the city an additional$458,607 CARES eligible expenses such as those <br /> covered by this grant agreement. Unfortunately,the city will have to prepare a separate Action Plan for this additional allotment <br /> before it can be used--but the plan can include more funding for rent and utility assistance if desired by the council. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: <br /> Comments and information were secured through public meetings and input from a variety of community organizations. <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact Richelle D.
