October 1, 2020 <br /> TO: Mayor Julie Moore Wolfe& Members of the City Council <br /> FROM: Scot Wrighton, City Manager <br /> RE: Halloween <br /> Presented for consideration is a resolution establishing parameters and rules for Halloween. <br /> Communities across the nation are struggling to decide whether they should cancel some or all <br /> holiday celebrations and festivities, or whether they should allow them to proceed with certain <br /> "new normal" restrictions to protect citizens from the spread of COVID while still providing <br /> opportunities to get out and enjoy the holidays. <br /> The City Council is at liberty to revise the attached resolution as desired, prior to passage,to <br /> achieve the balance between public health and safety, and allowing a modified celebration to <br /> continue,that fits the views of the council. For additional guidance,the State of Illinois' <br /> recommended Halloween protocols are attached.The "trunk-or-treat" and similar alternative <br /> Halloween activities sponsored by local churches and other groups are not covered by these <br /> rules, as these take place on private property; although it is hoped that these groups will also <br /> carefully observe the appropriate COVID prevention practices. <br /> If the City Council wishes to cancel traditional Halloween trick-or-treat observances,the <br /> appropriate action would be to not pass any resolution, and instead adopt a motion expressing <br /> the council's intent. <br />
