October 1, 2020
TO: Mayor Julie Moore Wolfe& Members of the City Council
FROM: Scot Wrighton, City Manager
RE: Halloween
Presented for consideration is a resolution establishing parameters and rules for Halloween.
Communities across the nation are struggling to decide whether they should cancel some or all
holiday celebrations and festivities, or whether they should allow them to proceed with certain
"new normal" restrictions to protect citizens from the spread of COVID while still providing
opportunities to get out and enjoy the holidays.
The City Council is at liberty to revise the attached resolution as desired, prior to passage,to
achieve the balance between public health and safety, and allowing a modified celebration to
continue, that fits the views of the council. For additional guidance, the State of Illinois'
recommended Halloween protocols are attached. The "trunk-or-treat" and similar alternative
Halloween activities sponsored by local churches and other groups are not covered by these
rules, as these take place on private property; although it is hoped that these groups will also
carefully observe the appropriate COVID prevention practices.
If the City Council wishes to cancel traditional Halloween trick-or-treat observances, the
appropriate action would be to not pass any resolution, and instead adopt a motion expressing
the council's intent.
