City Manager <br /> DATE: 10/19/2020 <br /> MEMO: 2020-18 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Jon Kindseth,Deputy City Manager <br /> SUBJECT: <br /> Consideration of an Ordinance Authorizing Consumption of Alcoholic Liquor on public rights-of-way 100 block E.Prairie Street and Merchant Street for <br /> the 2020 DEC the TOWN,Downtown Decatur Christmas Walk Plan. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of an Ordinance Authorizing Consumption of Alcoholic <br /> Liquor on public rights-of-way 100 block E. Prairie Street and Merchant Street for the 2020 DEC the TOWN,Downtown <br /> Decatur Christmas Walk Plan. <br /> BACKGROUND: <br /> Every year the Decatur Area Convention&Visitors Bureau,the Decatur Area Arts Council,the City,along with downtown <br /> businesses and community volunteers,put on a number of holiday activities in the downtown area,including Christmas Card <br /> Lane,Christmas Walk,and a Christmas Parade. This year will be somewhat similar,while being very different due to COVID- <br /> 19 challenges. <br /> The committee met with City staff on October 1st to discuss schedule,logistics,and COVID-19 precautions needed in order to <br /> continue the annual traditions while not compromising on public health or safety. We believe the plan prepared is in accordance <br /> with the current CDC and IDPH guidance,although we acknowledge our community health metrics could change between now <br /> and December. These downtown holiday activities have become a mainstay of our community and allowing them,with <br /> additional health guidance is recommended,in order to bring our downtown to the next level. Closing of these street sections will <br /> also allow for more social distancing for those who choose to participate. <br /> POTENTIAL OBJECTIONS: No objections received,but the City will seek to balance parking and traffic issues created <br /> by the activities planned for the DEC the TOWN. <br /> INPUT FROM OTHER SOURCES: Many downtown organizations,businesses and volunteers have contributed to this plan <br /> creation and implementation. <br /> STAFF REFERENCE: Scot Wrighton and Jon Kindseth can answer any questions or concerns that the elected officials may <br /> have in advance of the meeting. <br /> BUDGET/TIME IMPLICATIONS: There is little direct expenses incurred by the City for these planned events,though <br /> there is some staff time committed to help with setup and clean up,and overall coordination. <br /> ATTACHMENTS: <br /> Description Type <br /> Ordinance Ordinance <br /> Christmas Walk Plan Exhibit <br />
