MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DECATUR, <br /> ILLINOIS AND WOODFORD HOMES, INC. <br /> WHEREAS, Woodford Homes, Inc. (an independent not-for-profit entity that partners with the <br /> Macon County Mental Health Board) has applied for an IHDA financed grant to construct a new <br /> Permanent Supportive Housing residential facility for qualified residents of Woodford Homes, <br /> Inc.that requires a local financial contribution to obtain the financing; and <br /> WHEREAS, Woodford Homes, Inc. has obtained preliminary approval for site development of <br /> this new five-million-dollar ($5,000,000) facility from the Decatur Planning Commission <br /> (pending purchase of the new site and approval of the IHDA grant financing); and <br /> WHEREAS,the Decatur City Council supports the programmatic objectives of the Woodford <br /> Homes, Inc. and the Macon County Mental Health Board; <br /> The parties to this Memorandum of Understanding(MOU) agree to the following: <br /> Section One:The City of Decatur will contribute the sum of two-hundred-and-fifty-thousand <br /> dollars ($250,000)toward the Woodford Homes, Inc. local match for the IHDA financing IF the <br /> financing is awarded.The city will make this contribution from its annual HUD/HOME funds <br /> during the month of June 2021. <br /> Section Two: The City of Decatur will issue a letter-of-support as a part of Woodford Homes, <br /> Inc. grant application affirming the need for a new Permanent Supportive Housing facility for <br /> qualified residents in Decatur, Illinois. <br /> Section Three: If the grant is awarded, and when the new facility is completed and occupied, <br /> Woodford Homes, Inc. will provide a warranty deed to the City of Decatur transferring property <br /> to the City of Decatur located at 1421 East Orchard Street, Decatur,for only the normal costs of <br /> property transference (legal fees, filing and recording,title insurance, etc.). The city of Decatur <br /> may use this property for any lawful purpose, or combine it with other properties owned by the <br /> city for redevelopment purposes. <br /> Section Four: If the loan/grant is awarded and when the new facility is completed and <br /> occupied, should new or additional staff need to be hired to work at the facility, Woodford <br /> Homes, Inc. and/or the organization operating the facility will, when possible,give priority to <br /> applicants who are <br /> are qualified and eligible who reside within the City's Urban Core. <br /> Date: <br /> Woodf d Homes, Inc.
