3 <br /> DECATUR FIRE DEPARTMENT <br /> MEMORANDUM <br /> 2020-14 <br /> Date: December 7, 2020 <br /> To: Honorable Mayor Julie Moore Wolfe <br /> City Council Members <br /> From: Scot Wrighton, City Manager <br /> Jeff Abbott,Fire Chief <br /> RE: Acquisition of a Pierce Enforcer Aerial Fire Apparatus <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached resolution granting <br /> consent for the acquisition of a Pierce Saber Pumper fire apparatus replacing a 1994 Pierce Aerial <br /> fire apparatus at an acquisition cost not to exceed $1,050,000.00. <br /> BACKGROUND: <br /> The City Fire Department acquired the fire apparatus to be replaced in 1994. This apparatus is <br /> twenty-six years old and has numerous mechanical issues. It was out-of-service for 5 months in <br /> 2020 for repair. The parts for the 26-year-old ladder truck are also very difficult to locate because <br /> of its age. <br /> With this replacement action, the fire department will operate with a fleet consisting of six (6) <br /> frontline pumpers and two (2) frontline ladder trucks. This new ladder truck has a 107-foot aerial <br /> ladder that will increase the capabilities of the front-line aerials. <br /> The 1994 apparatus is the oldest vehicles in the fleet and upon replacement will be sold through <br /> the normal City vehicle disposal process. <br /> The aerial apparatus to be acquired is manufactured by Pierce Manufacturing of Appleton, <br /> Wisconsin. The apparatus is a Pierce Enforcer 107-foot ladder truck with a 2000 gallon per minute <br /> pump and a 500-gallon water tank. <br /> The apparatus will be purchased through a fire apparatus consortium buying group,the HGACBuy <br /> Group, which is a Texas based buying group out of the Houston/Galveston Area. The City has <br /> elected to utilize this consortium buying group at the recommendation of the manufacturer. The <br /> City previously acquired fire apparatus through the HGACBuy group. Apparatus acquisition <br /> through the HGACBuy Group is similar to acquisition through a state bid process. <br />
