LETTER to the DECATUR CITY COUNCIL <br /> Finance Department <br /> DATE: December 9, 2020 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Gregg D. Zientara, City Treasurer& Director of Finance <br /> SUBJECT: Property Tax Levy for AV Year 2020 Pay Tax Year 2021 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached series of Ordinances, which set the <br /> property tax levy for the City of Decatur for assessed value year 2020 pay tax year 2021 and <br /> abate certain of the general obligation bond debt service payments, whereby such abatement will <br /> exclude said debt service payment from inclusion in the property tax levy. <br /> The tax levy presented herewith, is the same tax levy as presented to and approved by City <br /> Council in Council Resolution R2020-157, Resolution Estimating Amounts Necessary to be <br /> Raised by the 2020 Tax Levy, adopted by the City Council on November 2, 2020. <br /> This tax levy and tax abatements will be used by County Officials to calculate the tax extensions <br /> to appear on property tax bills issued to property owners in calendar year 2021 for property tax <br /> due in calendar year 2021. <br /> The property tax levy presented in the ordinance for Council consideration is $27,711,186.76 and <br /> includes tax levy amounts for the Decatur Police Pension, Decatur Firefighter Pension, Decatur <br /> Public Library, Decatur Municipal Band and debt service payments for all General Obligation Debt <br /> due in the fiscal year covered by the tax levy. <br /> Tax Abatement Ordinances included amount to $13,248,678.76 of general obligation debt service <br /> tax abatement. <br /> Such tax abatement from the property tax levy is possible as the City has secured alternative <br /> revenue sources sufficient to pay certain General Obligation debt service amounts in the fiscal <br /> period 2021. <br /> The resulting net tax levy after abatement is $14,462,508.00, with comparison as follows to the <br /> prior year tax levy: <br /> $ (whole) Tax levy Tax Abatement(s) Net Tax Levy <br /> 2020 Tax Levy 27,711,186.76 13,248,678.76 14,462,508.00 <br /> 2019 Tax Levy extended 26,891,965.71 12,704,809.52 14,187,158.54 <br />
