12/21/2020 Item Coversheet <br /> In <br /> Public Works <br /> DATE: 12/10/2020 <br /> MEMO: 2020-171 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution to Approve Preliminary Engineering Services Agreement and Appropriate Motor Fuel Tax Funds for the <br /> Garfield Avenue Bridge over 22nd Street,SN 058-6001 City Project 2020-22. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to sign and the City Clerk to <br /> attest a Resolution approving a preliminary engineering services agreement with AECOM Technical Services,Inc.and <br /> appropriating$29,972.30 in State Motor Fuel Tax(MFT)funds to perform bridge inspection services for the Garfield Avenue <br /> Bridge over 22nd Street. <br /> BACKGROUND: <br /> City staff conducts routine bridge inspections of 28 bridges throughout the City. Bridge inspections are completed within <br /> guidelines set by the Illinois Department of Transportation(IDOT)and the Federal Highway Administration(FHWA). The routine <br /> inspections can lead to findings that require a more detailed review, structural analysis,and/or repair.While most inspections are <br /> done by City staff, sometimes a third party engineering firm is needed to perform inspections that require certain expertise or <br /> equipment.The bridges listed in the memorandum to Council in 2016 have structural concerns that benefit from being reviewed by <br /> a structural engineer from time to time. <br /> The Garfield Bridge over 22nd Street is a pin and hanger bridge which requires an ultra-sonic inspection of the pins every 4 years <br /> since they cannot be visually seen. AECOM is the only local firm that can provide these specialized services. They have good <br /> experience with this bridge and City staff has approached them to provide the ultra-sonic inspection and the regular inspection of <br /> the structure and prepare an updated design report. <br /> Engineering Services Agreement: Garfield Avenue over 22nd Street Bridge Inspection <br /> The design services are to provide a bridge condition report that will be used for the City to move forward with issuing a request <br /> for proposals to provide the design for the future rehabilitation of the structure.An in-depth inspection of the entire structure, <br /> including the special ultra-sonic test of the pin and link assemblies,will be performed.NBIS inspection documents will be filled <br /> out for submittal to the Illinois Department of Transportation. <br /> The proposed total fee is$29,972.30,which will be paid with State Motor Fuel Tax funds. <br /> PRIOR COUNCIL ACTION: <br /> June 20,2016—The City Council was given a memorandum detailing the condition and status of the City's bridges that fall within <br /> the jurisdiction of the National Bridge Inspection Standards(NBIS). This memorandum identified bridges that were known to <br /> City staff as having structural concerns.
