Zientara, City Treasurer&Director of Finance <br /> SUBJECT: Budget Reconciliation Ordinance Appropriating Additional Monies for the Purpose <br /> of Defraying the Expenses for Certain Funds of the City of Decatur, Illinois for the <br /> Fiscal Year Ending December 31, 2020 <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance. <br /> BACKGROUND: <br /> City Council adopted the Fiscal Year 2020 Budget and Appropriation Ordinance 2019-252 on <br /> December 16,2019 for the purpose of defraying the expenses of certain departments and funds of <br /> the City of Decatur for the fiscal year beginning January 1, 2020 and ending December 31, 2020. <br /> It is now necessary to reconcile the budget and appropriate additional funds for operational <br /> expenditures for the City to effect provision of services to its citizens'which were not anticipated at <br /> the time the City Council adopted Ordinance 2019-252. <br /> • Olde Towne TIF Fund#19.Appropriate$72,000 to defray the cost of debt service expense <br /> normally serviced by the Olde Towne TIF, but not budgeted in the Olde Towne TIF due to <br /> originally budgeted expectation of the Olde Towne TIF's inability to service this debt in <br /> 2020. <br /> • DUATS Fund #22. Appropriate $50,000 to defray the cost of grant expenses related to <br /> various logistics study matters not envisioned in the original budget appropriation, funded <br /> by DUATS grant revenue received from the State of Illinois. <br /> • Eastgate TIF Fund #23. Appropriate $26,000 to defray the cost of additional monies due <br /> to the Eastgate developer for reimbursements in accordance with the development <br /> agreement, not originally envisioned in the 2020 budget. <br /> • Building Fund #34. Appropriate $300,000 to defray the cost of facility mechanical <br /> improvement cost not envisioned and included in the 2020 budget. <br /> • Foreign Fire Insurance Fund #37. Appropriate $75,000 to defray the cost of expenses in <br /> support of fire operations payable from the Foreign Fire Insurance Fund and not envisioned <br /> in the original appropriation,funded by Foreign Fire tax revenue received by the City. <br /> Page 1 of 2 <br />
