OFFICE OF CITY MANAGER, TRANSIT DIVISION
December 21, 2020
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton, City Manager
Jon Kindseth, Deputy City Manager
John Williams, Mass Transit Administrator
SUBJECT: Resolution Authorizing Execution of Public Transportation Agency Safety
Plan for the City of Decatur.
RECOMMENDATION: Staff recommends that this item be approved as presented.
BACKGROUND: The Federal Transit Administration now requires federally funded
transit agency to have an adopted safety plan approved by the Governing Board, which in
Decatur is the City Council. The City and the Decatur Public Transit System has always
had a safety plan,we need to have this formal adoption. Attached you will find the
current safety plan that is in effect and recommended by staff. This Public Transportation
Agency Safety Plan addresses all applicable requirements and standards as set forth in
FTA's Public Transportation Safety Program and the National Public Transportation
Safety Plan. This plan will continually be evolving and updated (minimally annually) as
warranted moving forward, with significant changes likely coming back to City Council
for approval.
The City provides oversight and contract management and meets a minimum of once a
month with contractor to review their Safety Management Systems, compliance and
contractual obligations. We have identified safety performance targets in this plan,
utilizing historic safety data to develop targets. This plan and targets will be shared with
the Illinois Department of Transportation and Decatur Area Transportation Study
(DUATS) MPO as required by FTA regulations. The City's Account Executive in this
plan is our City Transit Administrator, John Williams
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth at 450-2323 or ikindseth(jdecaturil.gov; John Williams at 424-3552 or
jwilliamsAdecaturil. oovv
BUDGET/TIME IMPLICATIONS: No tangible financial impact.
