<br /> of Section 5/7-1-13 of the Municipal Code of the State of Illinois,as amended(65 ILCS 5/7-1-13),
<br /> by sending a notice by certified mail, postage paid, to the names and addresses set forth below.
<br /> All notices were mailed on the 18''' day of November, 2020, by this Affiant, at Decatur, Illinois,
<br /> being more than fifteen (15) days prior to the time stated in said Notice as the time at which the
