Agreement No 20-488039
First, the Grantee will provide sub-award/grant utility assistance to local hotels of up to$20,000.00.Second,the
Grantee will provide parklet sub-award/grant reimbursements to local bars and restaurants.Third, the Grantee will
provide PPE purchase sub-award/grant reimbursement to local bars and restaurants. Fourth,mortgage/rent
and/or utility(gas,electric)sub-award/grant assistance will be provided to small businesses for bills incurred
during the COVID-19 pandemic.
The Grantee will provide one-time utility sub-award/grants for local hotels. Hotels will be chosen by the following
criteria:
• Must be within the Grantee's corporate city limits
• Must have documented loss of revenue due to the pandemic
• Must have been an incorporated business by December 31,2019
• Must have a federal ID number. The Grantee estimates that approximately 18 hotels/motels may be
eligible for this assistance. These are reimbursable expenses as outlined in Grantor's Local CURE webpage.
Due to the pandemic, citizens are traveling less, and in addition, large events like the Decatur Celebration,an
annual event that brings in over 100,000 visitors, has been canceled. Hotels have also suffered large revenue
losses from lack of events such as weddings, conferences, family reunions, and meetings, while still having to keep
the lights and utilities on to maintain the buildings. For example, most hotels must continue to operate heating
and air although there is minimal occupancy of the facilities.
Parklets, another part of the program designed for local businesses, have become increasingly popular during
COVID-19 as a means for restaurants and bars to stay open while safely allowing our citizens to social distance. As
colder weather approaches, parklets are not the haven they were during warmer weather. Many small businesses
have suffered losses in revenue while seeing increased costs from creating safe and appealing parklets. Many small
businesses have had to purchase awnings, outdoor seating and furniture, and other costs for creating parklets to
keep their businesses from closing. As colder weather approaches, many businesses with parklets will also have to
purchase outdoor heating to continue to operate. This will be a reimbursable program as outlined in Grantor's
Local CURE webpage with a maximum/cap of$15,000 per business. All of the expenses outlined in the Grantee's
program are costs directly related and in response to COVID-19.The Grantee will issue sub-awards/grants directly
to businesses.Business owners will be required to provide proof of purchase of the outdoor items and if found
eligible will be reimbursed.
The Grantee also plans to reimburse local businesses via sub-awards/grants for purchases made for Personal
Protection Equipment(PPE).Many businesses have had increased costs due to the need to purchase extra PPE
both for staff and patrons such as:gloves, masks, sanitizer, increased purchase of disinfectants, the hiring of local
professional sanitization services, and the installation of shields on windows and at checkout/payment areas.
Business owners will be required to provide proof of purchase of the items from March 2020 through December
30,2020 and if found eligible will be reimbursed with up to$6,000.00.
Because many local restaurants and bars had to close their doors to indoor dining, and many did not have outdoor
dining or the means or land to create a parklet, they were forced to offer carry-out and curbside dining only. Many
local businesses have had to close their doors entirely,as curbside/carry-out options were not used enough to
cover their overhead costs. The fourth part of Grantee's program be one-time sub-awards/grants up to$5,000.00
to local businesses for mortgage and utility payments incurred from March 2020-December 2020.
The Parklet Program will assist businesses in the bar and restaurant industry who have an existing parklet. The PPE
Reimbursement Program will assist small who have had increased costs due to the purchase and installation of
Personal Protective Equipment. The Local Business Mortgage and Utility Relief program will provide one-time sub-
awards/grants for mortgage and utility payments up to$5,000.00.The Grantee will perform due diligence when
vetting businesses to participate in the proposed reimbursable programs. All funds will be issued as sub-
awardsgGrants directly to businesses.Local funds will be made available to assist businesses. The Grantee will use
State of Illinois
INTER-GOVERNMENTAL GRANT AGREEMENT FISCAL YEAR 2021/2 2 20
Page 27 of 49
