The City Manager may <br /> consider the nature of the offense, the length of time since the offense, the length of time since <br /> release from custody,and other factors to determine if the individual has rehabilitated himself such <br /> that he is no longer likely to commit another offense. <br /> 4. VIDEO GAMING LICENSE FEES. <br /> (a). For establishments,The there shall be no fee for a Video Gaming License ShA <br /> be Five 14- a a Fifty n » ($500.00)-per video gaming terminal per year. Video <br /> Gaming Licenses for establishments shall be issued by the Finance Department and shall <br /> be for a twelve-month period commencing on the first day of January of each year, except <br /> for the year 2021 in which each license and the privileges there under shall commence on <br /> the first day of March, 2021. There shallbe Y e exeept <br /> 14eensees. <br /> (b). For terminal aerators the fee for a Video Gaming License shall be Five <br /> Hundred Dollars ($500.00)per video gaming terminal per year. Video Gaming Licenses <br /> for terminal operators shall be issued by the Finance Department and shall be for a twelve- <br /> month period commencing on the first day of March of each year. There shall be no pro- <br /> ration of any fee except for new licensees. <br /> 5. NUMBER OF VIDEO GAMING TERMINALS. No establishment shall have on its <br /> premises more video gaming terminals than are permitted by the Video Gaming License. <br /> 6. UNLAWFUL ACTIVITY. No establishment or terminal operator shall permit the use <br /> of a video gaming terminal in any manner not authorized by State law including, but not limited <br />
