The Basin
5/6 Area is a separate project, and a separate services agreement will be brought before Council
in the near future.
The next phase of the Ellen and Division project is to complete the design for system
rehabilitation to remove rain induced I&I. System rehabilitation will consist of the lining of the
public sewers, manholes and private laterals. Many aging systems across America suffer with
wet weather backups and overflows and experience gained across the industry depicts that the
success to removal of the I&I depends on rehabilitating the private sewer laterals along with the
sewer main. The private laterals can make up nearly half of the sewer system being hit with rain
induced I&I.
The goal of the Ellen and Division design is to remove enough wet weather flow to not need any
additional work in the basin. If the removal does not achieve a sufficient reduction, the next step
is to construct wet weather storage facilities for the system to overflow into. Storage systems
are expensive and maintenance intensive. A two-step approach will allow the City to accurately
size the overflow tank and sewer mains if it becomes necessary.
The Ellen and Division Basin limits are shown in the attached location map, the basin includes
approximately 22,700 feet of sewer and 67 manholes serving 500 parcels.
The professional services provided by AECOM will provide bid specifications and plans to
rehabilitate the Ellen and Division Area. The specifications will be written in a way to provide
anticipated bid items to establish unit prices. This method will reduce the design time and cost.
The Contractor and City will make the final decision on the rehabilitation methods after a pre-
inspection video is completed by the Contractor.
The cost for the Ellen and Division Basin Inflow and Infiltration design is not to exceed$79,842.
After completion of the plans and specifications the project will be bid and the results will be
brought to the City Council for approval.
SCHEDULE: Final design services will begin upon approval of the Council and is scheduled
for completion in July/August. The project is anticipated to be bid shortly after.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: AECOM
