Community Development
DATE: 2/1/2021
MEMO: No. 21-03
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Cordaryl"Pat"Patrick,Director of Community Development
Richelle D. Irons,Neighborhood Services Manager
SUBJECT:
Inter-governmental Grant Agreement—Illinois Housing Development Authority's(IHDA)Strong Community Program
SUMMARY RECOMMENDATION:
Staff recommends entering into an inter-governmental grant agreement with the Illinois Housing Development Authority(IHDA)
to administer the Strong Community Program(SCP)in the amount of$125,000.
BACKGROUND:
The City of Decatur received the grant agreement January 25,2021 via email and because this is a rapid deployment of funds,
IHDA has asked us to return a signed agreement by February 1,2021. Therefore,Mayor Moore Wolfe has signed the agreement
to ensure that the City of Decatur receives these competitive grant funds for revitalization near the Johns Hill neighborhood.
Staff recommends the adoption of this resolution, which will be Council's ratification of the Mayor's action to accept this grant.
The Strong Communities Program will provide financial assistance for additional rehab and demolitions in the area adjacent to
the Johns Hill neighborhood.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact Cordaryl M. Patrick,Director of
Community Development,at 424-2727 or e-mail cpatrick@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None
ATTACHMENTS:
Description Type
Resolution Resolution Letter
Agreement Backup Material
