1/26/2021 Item Coversheet
in
Public Works
DATE: 1/19/2021
MEMO: 2021-10
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matt Newell,P.E.,Public Works Director
SUBJECT: Ordinance Authorizing the Installation of Stop Signs at the Intersection of Summit Avenue at Harrison Avenue
Facing Harrison Avenue
SUMMARY RECOMMENDATION:
Staff recommends the approval of the attached Ordinance authorizing the installation of stop signs at the intersection of Summit
Avenue and Harrison Avenue facing Harrison Avenue.
BACKGROUND:
City Staff was contacted by a concerned resident regarding an accident that recently occurred at the intersection of Summit Avenue
and Harrison Avenue. Staff reviewed accident records and found this to be the only accident at this intersection in the last several
years.Typically,a single accident may not show a need to install stop signs at a previously uncontrolled intersection;however,a
review of the intersection showed that traffic treats Summit Avenue as the through street and traffic on Harrison almost always
yields to traffic on Summit.Traffic on Summit expects traffic on Harrison to stop, so if a vehicle on Harrison has the right-of-way
and chooses not to stop,a collision may occur.Installing stop signs on Harrison should clear up confusion and always give right-
of-way to Summit Ave.
PRIOR COUNCIL ACTION:
There have been no prior Council actions.
POTENTIAL OBJECTIONS: No objections anticipated.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Matt Newell,Public Works Director, and Griffin Enyart,Assistant City Engineer. Matt Newell,Public
Works Director, will be in attendance at the City Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: Budgetary impacts are approximately$200 for the installation of the requested signs and pavement markings.
Staffing Impact: Approximately 4 hours of staff time to make and install the signs.
Schedule: Stop signs are usually installed within 10 days of approval.
ATTACHMENTS:
Description Type
Ordinance Authorizing the Installation of Stop Signs at
the Intersection of North Summit Avenue and West Resolution Letter
Harrison Avenue Facing West Harrison Avenue
Location Map Backup Material
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ltemlD=3245 1/1
