That other than the requirements set forth specifically in this Ordinance,no <br /> other right-of-way vacation valuation and compensation rules or regulations of the City,including <br /> those set forth in City Council Policy Section D.3.a and City Administrative Policy and Procedure <br /> Manual Section 2.2.3 shall be a requirement of this Ordinance and are hereby specifically waived <br /> for purposes of this Ordinance. <br /> Section 3. That the assessed value of surrounding vacant land was utilized to determine <br /> a market value per square foot to determine the land value for the Mercer St right-of-way and the <br /> benefits which will be accrued to the owner of the abutting property by the reason of the vacation <br /> aforesaid is determined to be, in the judgement of the Council, equal to the sum of Ten Thousand <br /> Dollars ($10,000). <br /> Section 4. The permanent index number of the property acquiring title to the property <br /> vacated hereby is 04-12-15-128-001. <br /> Section 5.
