February 12, 2021 <br /> TO: Mayor Julie Moore Wolfe& Members of the Decatur City Council <br /> FROM: Scot Wrighton, City Manager <br /> RE: Proposed Real Estate Transfer to Crossing Healthcare <br /> Crossing Healthcare has requested that the city donate a tract of land owned by Decatur located <br /> on the north side of East Wabash Street, and on the east side of the Franklin Street viaduct (see <br /> attached map).Crossing Healthcare proposes to add this tract of land to their campus to facilitate <br /> a new capital project funded by the Howard G. Buffett Foundation that will improve services to <br /> veterans. <br /> The city has no alternative plans or anticipated uses for this tract of land.The city has discussed <br /> the possible transfer of this parcel with Crossing Healthcare in the past, especially since Wabash <br /> Street serves as the natural southern boundary of the Crossing Healthcare campus. <br /> If approved by the City Council, and prior to closing on the transfer,the city will determine if any <br /> portion of the west edge of this tract is required for the planned hike/bike trail to be constructed <br /> by IDOT on the adjoining Northbound Business 51 highway right-of-way. If any portion is <br /> required, it can be retained by the city, or a permanent easement can be executed to make sure <br /> the city has sufficient property for this future infrastructure enhancement. <br /> Transfer of this tract advances the council's goal of disposing of surplus land that can be re- <br /> purposed for different uses in ways that reduce the city's mowing obligations. <br />
