COMMUNITY DEVELOPMENT MEMORANDUM No. 21-06 March 12, 2021 TO: Honorable Mayor Julie Moore Wolfe and City Council FROM: Scot Wrighton, City Manager Cordaryl "Pat"Patrick, Director of Community Development Greg Crowe, Planning and Development Manager SUBJECT: Ordinance Rezoning Property from Rezone from R-1 Single Family Residence District to AG Agriculture District with a Conditional Use Permit to allow for a Horse Stable with Riding Arena. SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance for re- zoning to AG Agriculture District and the subsequent ordinance allowing for the conditional use permit for a horse stable with a riding arena. The City Plan Commission voted 6-0 to recommend approval of the petition at the March 4, 2021 meeting. The minutes of the meeting are attached. BACKGROUND: The subject site is located 4075 N Greenswitch Rd and is currently zoned R-1 Single Family Residence District.It consists of approximately 11.04 acres and is currently a single- family residence with fencing and accessory structures on the land for the homeowner's horses. The petitioner proposes to rezone the subject site to AG Agriculture District with a Conditional Use Permit(CUP)to build a Horse Stable with a riding arena for personal use. The proposed barn will be 140' x 80' and will be southwest of the house and southeast of the existing barn. The homeowner with his horses have been at this location for several years and seems to have fit in perfectly with the surrounding mixed uses. The rezoning and proposed horse stable with riding arena should have no adverse effect on the general area or the City as a whole.
