COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 21-06 <br /> March 12, 2021 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Community Development <br /> Greg Crowe, Planning and Development Manager <br /> SUBJECT: Ordinance Rezoning Property from Rezone from R-1 Single Family Residence <br /> District to AG Agriculture District with a Conditional Use Permit to allow for a <br /> Horse Stable with Riding Arena. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance for re- <br /> zoning to AG Agriculture District and the subsequent ordinance allowing for the conditional use <br /> permit for a horse stable with a riding arena. The City Plan Commission voted 6-0 to recommend <br /> approval of the petition at the March 4, 2021 meeting. The minutes of the meeting are attached. <br /> BACKGROUND: The subject site is located 4075 N Greenswitch Rd and is currently zoned R-1 <br /> Single Family Residence District.It consists of approximately 11.04 acres and is currently a single- <br /> family residence with fencing and accessory structures on the land for the homeowner's horses. <br /> The petitioner proposes to rezone the subject site to AG Agriculture District with a Conditional <br /> Use Permit(CUP)to build a Horse Stable with a riding arena for personal use. The proposed barn <br /> will be 140' x 80' and will be southwest of the house and southeast of the existing barn. <br /> The homeowner with his horses have been at this location for several years and seems to have fit <br /> in perfectly with the surrounding mixed uses.
