4/1/2021 Item Coversheet <br /> in <br /> Public Works <br /> DATE: 3/29/2021 <br /> MEMO: 2021-42 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew Newell,P.E.,Director of Public Works <br /> Keith Alexander,Water Production Manager <br /> SUBJECT: Resolution Authorizing a Support Services Agreement with Concentric Integration,LLC for South Water <br /> Treatment Plant SCADA System <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolution authorizing a Support Services Agreement with Concentric <br /> Integration,LLC for South Water Treatment Plant SCADA System for a fee of$34,260. <br /> BACKGROUND: <br /> Many of the South Water Treatment Plant's critical purification processes are operated by a sophisticated Supervisory Control and <br /> Data Acquisition (SCADA) system. The system consists of a large number of interconnected mechanical, electrical and digital <br /> hardware and software components. <br /> City staff are able to correct minor issues and perform minor repairs to the system; however, more complex challenges must be <br /> dealt with quickly by experienced service providers. <br /> In 2014, as part of the Energy and Water Efficiency Services Agreement with Johnson Controls Inc., B&W Control Systems <br /> Integration, LLC (now Concentric Integration, LLC)provided significant upgrade and expansion services to the SCADA system. <br /> City staff were impressed with the firm's technical expertise, performance and expedient service. Since then, the firm has <br /> provided SCADA support services to the City. There are other firms that can provide these services;however,they do not have the <br /> detailed experience with the City's SCADA system that is necessary to provide high quality and highly responsive SCADA <br /> services. <br /> The current agreement expires on March 31, 2021. Therefore, since Concentric Integration is the firm that is most familiar with <br /> the plant's SCADA system,provides high quality services, and is located in Illinois,it is recommended that Concentric Integration <br /> be awarded a one year agreement effective April 1, 2021 to March 31, 2022 for a total fee of$34,260. For comparison, the 2017 <br /> fee was $38,016, the 2018 fee was $48,339 and the two year 2019-2020 fee was $70,105. Due to the constantly evolving nature <br /> and cost of digital equipment, software and extended warranties, Concentric Integration no longer offers multiyear service <br /> agreements. <br /> Annual fees vary depending on when specific SCADA hardware and software support and extended warranty agreements need to <br /> be renewed. <br /> Concentric Integration will provide the following SCADA services: <br /> Perform continuous proactive system maintenance-see page 6 of the agreement for details <br /> Renew hardware and software support and extended warranty agreements-see page 11 of the agreement for details <br /> Perform reactive maintenance as needed,24 hours a day,7 days per week <br /> PRIOR COUNCIL ACTION: <br /> April 2019—Council authorized a two year Support Services Agreement with Concentric Integration,LLC for SWTP <br /> SCADA System for$70,105. <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemI D=3335 1/2 <br />
